Welcome to the Economic & Development Services Department Home Page. Our Department establishes and administers development guidelines
and standards that maintain and enhance the livability of our city. The Economic & Development Services Department also monitors the
Housing Rehabilitation Program and coordinates the functions of the Building Division.

I would like to introduce myself; I am Jim Hendryx, Woodburn’s Economic & Development Services Director. Previously I was the Community
Development Director for the Cities of Redmond and Tigard, Oregon. In an effort to better understand the needs of the community,
I would appreciate your input on the Economic & Development Services Department. The survey will help identify what needs improving and
establish priorities for the Department. This information will be shared with the City Council and Planning Commission for the
same purposes.

Planning Commission Public Hearing Scheduled for December 10, 2009
Woodburn Downtown Development Plan Update
The Planning Commission held three workshop meetings to review the Downtown Development Plan (DDP) and developed a series of comments on the plan. With
the Commission’s guidance, the draft DDP was revised to include those issues raised during the workshops. Additionally, modifications were made to the
plan to further address the Commission’s comments, to correct inconsistencies, and improve overall readability.
The Planning Commission is scheduled to hold a public hearing on the Woodburn Downtown Development Plan Update on December 10, 2009 at 7:00 PM in the
City Council Chambers. City Council is tentatively scheduled to hold a Public Hearing to consider the Commission’s recommendations on January 11, 2010.

The City of Woodburn received a grant from the Oregon Transportation and Growth Management Program to help fund an update of
the 1998 Downtown Development Plan. The Woodburn Downtown Development Plan Update promotes physical and economic revitalization
for the next twenty years. It emphasizes mixed-use development, downtown housing choices, streetscape and parking improvements,

In September 2008, the City began working with the Oregon Department of Transportation (ODOT) on the update of the 1998 Woodburn
Downtown Plan. The purpose of the update is to develop a more comprehensive plan for City of Woodburn’s Downtown and Urban
Renewal area. Below is the DRAFT of the Woodburn Downtown Development Plan Update. If you have any questions or comments on
