Comprehensive Plan

The Woodburn Comprehensive Plan is the controlling land use document for the City and its Urban Growth Boundary (UGB).  From a land use perspective, the comprehensive plan is like a state or federal constitution: it provides the legal framework and long-term vision for implementing plans and land use regulations.

Highway 99E Corridor Plan (2012)

The Highway 99E Corridor Plan identifies needed transportation improvements, recommends appropriate land uses, and illustrates the urban design vision for the section of U.S. 99E / N. Pacific Highway running through Woodburn. The Corridor Plan also identifies the policies, regulations, and actions necessary to implement this vision. 

The City Council adopted the H99ECP via Ordinance No. 2492 on July 9, 2012.

The Plan led City drafting of the Mixed Use Village (MUV) zoning district.
