The Community Development Department is made up of two divisions: Planning and Building.  The department establishes and administers development guidelines and standards to maintain and enhance Woodburn's livability, and coordinates the functions of the Building Division.

The Planning Division administers long-range plans as well as additional site development and redevelopment policies, objectives, guidelines, and standards that maintain and enhance the livability of the city through site development and redevelopment projects and City capital improvement projects.

The Building Division reviews plans for compliance with structural and mechanical codes; issues construction permits; inspects work being performed.
