Purpose 

The Purpose of the Video Surveillance Registration Program is to provide the community with a means to assist the City of Woodburn Police Department in preventing and fighting crime. The program allows residents and businesses to register the locations of their exterior video surveillance systems with the Woodburn Police Department so that when a crime occurs, police will be able to identify the locations of nearby video cameras easily and efficiently.

Through the program, Woodburn Police personnel will be able to directly contact registrants who are using video surveillance in an area where a crime occurred and request recordings for a specific date and time that may show activities tied to that crime.

Scope

Any City of Woodburn resident or business that has and maintains an exterior video surveillance camera or camera system within the City may register the location(s) of such camera(s) using the program registration form. Registration is voluntary and at no cost to the registrant. Registrants may ask to be removed from the registration program, or request edits to their information at any time, by contacting WPD at scram@ci.woodburn.or.us or call 503-982-2345 during normal business hours.

Policy

Registration information will be accessed only by law enforcement personnel who are investigating a crime in the vicinity of where video surveillance systems have been registered. Police personnel, if necessary, may request to view or retrieve a copy of any video recording captured by a registrant's surveillance system, which may assist in the investigation of a crime.

An individual's personal information that is tied to-, or associated with their registration will be kept confidential by the City, except as required by law.

Registration in this program does not in any way obligate the Woodburn Police Department, or police personnel to monitor or inspect the location of a registered surveillance system or take any targeted law enforcement action in response to activities observed or not observed through a registrant's video recording. 

As needed, the Police Department will reassess this program and consider any appropriate changes needed to ensure the program's success.

If necessary, the Woodburn Police Department will contact registrants directly, using the information provided at the time of registration, to request to view or retrieve appropriate video recordings should a criminal incident occur in the area of the registered surveillance system.
