The Woodburn Transportation System Plan (TSP) guides the management and development of appropriate transportation facilities in Woodburn, incorporating the community’s vision, while remaining consistent with state, regional, and local plans.

On September 23, 2019, the City Council adopted the 2019 major update of the 2005 TSP via Legislative Amendment LA 2018-04 as Ordinance No. 2575, which per the City Charter took effect 30 days later on October 23, 2019.  As of that date, application submittals are subject to the new TSP that looks through 2039.

The Criminal Investigations Unit (CIU) investigates complex criminal cases that require specialized training, additional investigative time and coordination of resources.  CIU cases can include homicides, child abuse, sexual assaults, physical assaults, robberies, arson, burglaries and major thefts. 

Taxi Permits

All taxi companies and drivers must have a permit issued by the City of Woodburn (ord. 2464). Printed applications are also available at City Hall.
