In 2017, the Woodburn Police Department partnered with the Marion County Sheriff’s Office, the Salem Police Department and the Marion County Health and Human Services Department in the formation of a Mobile Crisis Response Team (MCRT).  This program is grant funded through the Oregon Health Authority.

Neighborhood Watch Program

The Neighborhood Watch Program is the cornerstone of all crime prevention programs. It enlists the active participation of citizens, in cooperation with law enforcement, to reduce burglaries and other neighborhood crimes. Its primary purpose is the protection of property - yours and your neighbors.

The Records Unit consists of three full time records clerks. The Records Unit accepts, processes, distributes and maintains all police records.  The unit is responsible for compiling all records, distributing copies to prosecuting agencies and other law enforcement, or related agencies.  The records unit processes all public record requests for police records. They manage stolen property and missing person entries in the state and national databases; any court orders for expunction or sealing of records; and the retention of police records.

The Evidence Unit consists of one full time and one part time evidence technician.  The evidence unit is responsible for logging, accepting, and entering all evidence, prisoner property and found property taken in by department personnel.  The evidence technicians transport evidence to the Oregon State Police Crime Unit, when warranted.  The evidence technicians facilitate release of evidence for investigatory purposes, to the courts for prosecution and to the legal owner of property when appropriate.

The Code Enforcement Unit is staffed by two Community Service Officers (CSO’s) who are supervised within the Community Response Division.   CSO’s respond to thousands of calls for service ranging from animal complaints, graffiti abatement, tall grass, junked vehicles, parking, signs, garbage and other Woodburn ordinance violations.  CSO’s also participate in community wide education events to include the annual

The Woodburn Police Department has two School Resource Officers assigned to work within the Woodburn School District and are supervised within the Community Response Division.  The SRO’s work closely with school staff and students to provide a safe environment so that they can achieve their education goals.  Each SRO is selected through a competitive interview process and attends the National Association of School Resource Officers (NASRO) certification course.  SRO’s work to create positive relationships and role-modeling while working in the schools.  SRO’s often provide educational prese

Chief Millican began his career with the Woodburn Police Department in April 1998 as a patrol officer. He has held a variety of positions from K9 officer to Acting Chief of Police. Chief Millican has held command positions which included Sergeant, Lieutenant, and Deputy Chief.
