The Human Resources Department provides strategic centralized human resource services and responsive customer service in support of the employees, department heads, and the City Administrator.

Mayor and City Council

The City of Woodburn is a Council-Manager form of government operating pursuant to a City Charter.

This type of government consists of:

  • An elected Mayor

  • An elected City Council

  • A City Administrator, who is appointed by the Council

Administration

The City Administrator is appointed by the City Council to administer the City's day-to-day business and implement policies established by the Council. The Administrator is responsible for directing and coordinating the work of all city departments, recommends the appointment and dismissal of all City Department heads (except as otherwise provided by City Charter), and is the appointing authority for all subordinate employees.
