Modification of Condition (MOC) 2020-02 

On December 10, 2020, the developer submitted Modification of Condition (MOC) 2020-02 to modify Street Exception EXCP 2020-05 Condition EX2 found in the "final decision" document, available at the webpage bottom under "Files", and excerpted within the application materials.  (At present, the site development project is approved, the Planning Commission having reviewed it May 28, 2020 and the City Council having tentatively approved it September 14, 2020 and finally approved it November 9, 2020.)  Condition EX2 relates to Stacy Allison Way improvements.  The Commission approved the modification on April 22, 2021, and under "Files" below is the final decision document.  That document includes as Attachment C the original final decision for the project with the original conditions of approval.

586-unit apartment complex of 23 buildings in two phases.

Fuller Summary:

Proposal to develop in two phases 19.03 acres of undeveloped fields with a conventional apartment complex of 586 apartments across 23 three-story walk-up buildings including two leasing office / recreation buildings, corollary on-site improvements, and southward extension of Stacy Allison Way. Phase 1 is 180 apartments across 7 buildings north of Hooper Street with Phase 2 having the remaining 406 apartments across 16 buildings south of Hooper Street. The unit mix would be 148 one-bedroom, 390 two-bedroom, and 48 three-bedroom apartments.

The Street Exception request by the developer is to construct lesser public/street improvements than what’s required, including along Stacy Allison Way to have a sidewalk right next to the road (“curb-tight”), in other words, to not landscape a planter strip with street trees.

The variance requests include to vary from Woodburn Development Ordinance (WDO) [1] Table 3.04A driveway width minimum; [2] Table 3.05A parking ratio minimum; [3] 3.05.03C compact parking percentage maximum; [4] Table 3.05C drive aisle width minimum; [5] 3.06.02I parking area curb height minimum; and [6] Table 3.06D & 3.06.06 Architectural Wall.
