    Accessory Dwelling Units (ADUs)

An Accessory Dwelling Unit, or "ADU" (also commonly referred to as an accessory apartment, mother-in-law suite, or granny flat), is a secondary dwelling unit constructed on the same property as a single-family detached house. An ADU can be within the house, attached to the house, or detached from the house. Outlined below is a summary of the development requirements for an ADU.

    Accessory Structures

Garages, Sheds, & Other Accessory Structures for Residentially-Zoned Properties

Accessory structures are detached from the primary structure (a house, typically). Regulations for accessory structures are summarized below. Refer to Woodburn Development Ordinance (WDO) 2.02 for the regulations of the applicable zoning district, 2.05 if an overlay district is relevant, and 2.06 that is specific to accessory structures.

    Sign Permit Applications

The City regulates signs first by what group they fall into: temporary or permanent. There are many types of signs in each group (pole, monument, banner, A-frame, etc.). The allowance for each type of sign will vary based on the zoning district.

Every new sign needs an approved Sign Permit.

    Fences & Free-Standing Walls

This page is a guide, outlining the development standards and other considerations for constructing a fence or free-standing wall on private property.

General Rules for Fences & Walls:

    • A Fence Permit is required for any new or modified fence or wall.

    • Fences and walls must not encroach into the public right-of-way. The curb or sidewalk are usually not the right-of-way boundary therefore it is important to determine the location of your property lines prior to constructing a fence.
