The Human Resources Department provides strategic centralized human resource services and responsive customer service in support of the employees, department heads, and the City Administrator.
The City of Woodburn occupies over 230,000 square feet of buildings and has over 110 acres of grounds and park facilities. These community assets are maintained by the Parks & Facilities Maintenance Division, which consists of 6 (Six) full time City employees. City staff is augmented with seasonal part-time staff and commercial contracts to keep our buildings and grounds safe, clean, and attractive.
The Planning Commission is an advisory body to the City Council regarding Type IV and V land use / planning / zoning applications, and the Community Development Director is the staff liaison to the Commission.

Welcome to the City of Woodburn Planning Division. We are located inside City Hall at 270 Montgomery Street.
The Planning Division is tasked with considering and balancing a variety of factors and stakeholders in order to provide professional guidance and expertise on land use and growth management decisions for the community. This work is done in two functional areas within the department - current planning (reviewing land development projects) and long-range planning (developing long term plans for growth and how to serve it).
The Engineering Division provides information, recommendations, and services to construct, preserve and improve the City's infrastructure. Staff offers technical assistance to ensure public improvements are cost-effective and consistent with City standards. Engineering Division designs, inspects and oversees the municipal infrastructure such as streets, sidewalks, street trees, water facilities, storm sewer facilities, sanitary sewer facilities, and street lighting.
The Community Services Department is responsible for operating the Woodburn Public Library, the Woodburn Aquatic Center, Recreation Programs, Woodburn Transit System, Volunteer Program, Parks, the City Volunteer Program, Parks and Facilities Maintenance and the Woodburn Museu

City of Woodburn Administrator Scott Derickson has served in leadership positions in Oregon’s regional, county and municipal governments for over 23 years, holding extensive expertise in local government, financial and budget management, community and organizational development, leadership, economic development, human resources and crisis management. His academic credentials include both graduate and undergraduate degrees from the University of Oregon’s Department of Planning, Public Policy & Management Department.
The City Attorney’s Office represents and provides legal advice to the Mayor, City Council, Woodburn Planning Commission, and other boards, commissions, and departments of the City. The department prepares ordinances and resolutions, gives advice regarding general municipal law issues, represents the City in litigation, and handles traffic and code violations in municipal court.
The department also handles legal matters related to the implementation and application of land use regulations and provides services related to land sales, acquisitions, and leases.
The City Recorder provides administrative support to the Council, Administrator and Department Managers in the areas of records management, elections, risk management, and special projects. The Recorder also supervises the publication of public notices.

The long awaited First Street Improvements Project will be underway in early 2019. The project will include streetscape improvements on First Street between Oak and Harrison Streets, pedestrian-friendly sidewalks, crosswalks, improved 2nd Street parking lot, and alleyway beautification. Project engineering and design is currently underway and is anticipated to wrap up in late 2018.
Burlingham Park is located at 3350 Linda Street in West Woodburn. At 5.5 acres in size, Burlingham Park is a charming neighborhood park with a playground, basketball court, and large play fields.

The 2.5 acre Dog Park opened at Centennial Park in October 2010. It is equipped with water, a picnic table, waste stations, and some shade.

The Downtown Plaza is located in the heart of downtown Woodburn and is the site of many special events each year. From Taste of Woodburn, to Trunk or Treat, you will always find community gathering here. Not only is it home to some great events, but it is also a great spot to sit and relax among many downtown businesses. You will find benches, picnic tables, and even a community checkers and chess table. So next time you are here, grab some lunch and enjoy it the Downtown Plaza!
Heritage Park is a lovely neighborhood park with a small play structure and a single hoop basketball court.
The City's vision for an interconnected trail system through the Mill Creek Greenway corridor dates back to the 1960's, as properties were acquired and set aside for future development. The City furthered its plans with the completion of the Mill Creek Greenway Master Plan in 2006.
Legion Park is Woodburn's oldest park site. At nearly 16 acres, Legion Park has a full sized soccer field, stadium, picnic pavilion, numerous picnic tables, grass playfields, and densely wooded Douglas Fir tree grove. An archeologically themed nature play area was installed in May 2013.
At the corner of First and Garfield, Library Square is a one acre site situated on the grounds of the Woodburn Public Library. The Park hosts the popular "Music in the Park" program, featuring a full schedule of outdoor concerts.
Nelson Park is located at 1200 Greenview Drive on the east side of Hwy 99E. The park includes amenities such as a picnic shelter and playground.

North Front Street Park is located at 1080 N. Front St. The park has a playground and open play field.
Senior Estates Park is a great space filled with a paved walking path, benches, beautiful vegetation and an off-leash dog area. If you bring some horseshoes, you can take your turn on the horseshoe courts for some added fun!
Settlemier Park is a 10 acre site that was donated to the City by the Settlemier Park Association in 1946. The Park has a playground, restrooms, and 2 covered picnic shelters to the north and south of the park. You will find paved walking paths that take you through the grove of mature fir trees. Settlemier Park is nestled behind the Woodburn Aquatic Center and near the Boys & Girls Club Teen Center.

In 1963 Russell Baglien, Mary Guadalupe Garcia and the Chamber of Commerce created an event, as a celebration to mark the end of the harvest and as an expression of gratitude from the community to its many farmworkers. This event gave birth to Woodburn Fiesta Mexicana in 1964. The Club Latino Americano’s purpose was to preserve the Mexican culture for future generations. To this day, the Fiesta celebrates the wide variety of Mexican culture in the Woodburn area through music, dance, food, artisans, and sports.
From folkloric dances and salsa dancing, to live performances and music, you will surely be entertained at Fiesta Mexicana main stage. You will also find Lucha Libre wrestling, loteria, crafts and games, and a carnival to enjoy across the weekend.

Captain Thomas P. Tennant was killed in the line of duty on December 12, 2008 when a bomb detonated at a local Woodburn bank during an extortion attempt. Captain Tennant was 51 years old at the time of his death and had served WPD for 28 years. He is survived by his wife and three children.
A transient is any individual who exercises occupancy for a period of 30 consecutive calendar days or less, counting portions of calendar days as full days. The City provides water and sewer utility service to over 7,000 accounts. The City of Woodburn uses automated water meters to measure the volume of water provided to customers. Each month we collect radio transmissions from the meters which tell us how much water was delivered. This information is then transmitted to the City’s utility billing department so that water bills can be generated for each monthly billing cycle.
ORS 93.643 requires the City to record certain liens in the County Clerk’s office or provide access by an online electronic medium. The City of Woodburn contracts with the Net Assets Corporation to provide internet access to Conduits, a fee based service that subscribers utilize in performing lien searches as part of real estate transactions.
The current lien search fee is $28.00 for each property search performed (Ord. 2433).
If you need one time, or infrequent searches, it is recommended that you contact a title company to perform the search for you.

The Human Resources Department works diligently to ensure that City employees are fairly compensated, classified correctly, and receive the supports needed to be a productive member of the City team.
Per Oregon Revised Statutes 408.225 and 408.230 the City of Woodburn grants preference in hiring and promotion of veterans and disabled veterans as defined by state law.
Charges for water, as set by City Ordinance, are based on consumption amounts. Minimum charges are based on the size of the service line from main to meter, and entitle the user to a set quantity.
Residential sewer rates are a set fee per month, based on the winter average of water consumption. Commercial sewer rates entitle the user to a set quantity of water. Like the water charges, an additional fee is charged for sewer, based on water consumed above the minimum quantity allowed per month.
The City's Water and Sewer Utility Assistance Program is available for eligible customers needing assistance with their City of Woodburn water and sewer utility bill payments. The City has partnered with Love INC of North Marion County to administer the program.

The Code Enforcement Unit is staffed by two Community Service Officers (CSO’s) who are supervised within the Community Response Division. CSO’s respond to thousands of calls for service ranging from animal complaints, graffiti abatement, tall grass, junked vehicles, parking, signs, garbage and other Woodburn ordinance violations. CSO’s also participate in community wide education events to include the annual
The Evidence Unit consists of one full time and one part time evidence technician. The evidence unit is responsible for logging, accepting, and entering all evidence, prisoner property and found property taken in by department personnel. The evidence technicians transport evidence to the Oregon State Police Crime Unit, when warranted. The evidence technicians facilitate release of evidence for investigatory purposes, to the courts for prosecution and to the legal owner of property when appropriate.
The Records Unit consists of three full time records clerks. The Records Unit accepts, processes, distributes and maintains all police records. The unit is responsible for compiling all records, distributing copies to prosecuting agencies and other law enforcement, or related agencies. The records unit processes all public record requests for police records. They manage stolen property and missing person entries in the state and national databases; any court orders for expunction or sealing of records; and the retention of police records.
The Neighborhood Watch Program is the cornerstone of all crime prevention programs. It enlists the active participation of citizens, in cooperation with law enforcement, to reduce burglaries and other neighborhood crimes. Its primary purpose is the protection of property - yours and your neighbors.
In 2017, the Woodburn Police Department partnered with the Marion County Sheriff’s Office, the Salem Police Department and the Marion County Health and Human Services Department in the formation of a Mobile Crisis Response Team (MCRT). This program is grant funded through the Oregon Health Authority.
The Woodburn Police Department implemented a K-9 program in 2002. The department currently has two K-9 officer/dog teams that work in the Operations Division. Our K-9 officers receive specialized training in handling and caring for a police K9.
Canines have a tremendous value to our community. Given their keen sense of smell, they are able to locate people who have committed serious crimes that a police officer otherwise may not find.
The officers and sergeants assigned to Patrol Services respond emergency and non-emergency calls for service, 24 hours per day, 7 days per seek. 18 police officers and four sergeants divided into four teams make up this unit and are committed to providing excellent customer service. Patrol teams work 12 hour shifts from 6:00 am to 6:00 pm on day shift and from 6:00 pm to 6:00 am on night shift.
The Woodburn Police Department Motor Unit is a highly visible, safe, and efficient resource utilized to enforce traffic regulations. The Motor Unit is staffed by two officers deployed on motorcycles after receiving highly specialized motorcycle and traffic investigation/enforcement training. They serve many functions to include:

The Criminal Investigations Unit (CIU) investigates complex criminal cases that require specialized training, additional investigative time and coordination of resources. CIU cases can include homicides, child abuse, sexual assaults, physical assaults, robberies, arson, burglaries and major thefts.
The Woodburn Transportation System Plan (TSP) guides the management and development of appropriate transportation facilities in Woodburn, incorporating the community’s vision, while remaining consistent with state, regional, and local plans.
On September 23, 2019, the City Council adopted the 2019 major update of the 2005 TSP via Legislative Amendment LA 2018-04 as Ordinance No. 2575, which per the City Charter took effect 30 days later on October 23, 2019. The Purpose of the Video Surveillance Registration Program is to provide the community with a means to assist the City of Woodburn Police Department in preventing and fighting crime. The City's street cleaning program removes dirt and debris from City streets to provide a healthy, safe, and inviting environment for Woodburn residents and visitors. Regular removal of leaves and debris by City crews as well as members of the public is necessary to prevent stormwater drains from clogging, which can result in street flooding. Street cleaning protects water quality and minimizes the burden on the sewer system from surface debris.

The City provides water and sewer utility service to approximately 7,000 accounts. Meters are read and entered into handheld recorders. The meter readings are transferred into our accounting system, which produces billing statements weekly. For most of the accounts, water consumption for the month is based on a single meter reading, while others are based on multiple meter readings. These readings are used for the calculations during billing.
The City provides water and sewer utility service to approximately 7,000 accounts. Meters are read and entered into handheld recorders. The meter readings are transferred into our accounting system, which produces billing statements weekly. For most of the accounts, water consumption for the month is based on a single meter reading, while others are based on multiple meter readings. These readings are used for the calculations during billing.

In 1957, Woodburn received a classic 1902-built steam locomotive through a donation by the Southern Pacific Railroad. The SP 1785 and Frank Scheer have become synonymous in the railroad and rail fan community. Frank has done a masterful job of restoring the locomotive using Southern Pacific Company erection shop drawings and other source information to ensure it looks exactly as if she had been released from the SP’s Sacramento Shops in 1955. Every detail has been meticulously restored or rebuilt.

Parks Maintenance oversees upkeep and improvements at all City parks and building grounds. There are 17 parks in the City of Woodburn park system from the largest, Centennial Park, with 25 acres and multi-use Sports fields and Sport court, to the smallest, Cowan Park, with 0.2 acres patterned after an English Key Rose Garden. Friday, January 13, 2023 - Woodburn, OR - On Monday January 9, 2023, the City of Woodburn filed a Petition for Judicial Review lawsuit in Marion County Circuit Court against the State of Oregon’s Department of Administrative Services (DAS) and the Oregon State Treasurer after DAS notified the City that it would not issue bonds to fund the $15 million grant awarded by the Oregon State Legislature in 2021 intended to fund a portion of Woodburn’s proposed Community/Cultural Center Project.

We all have been shocked and angered by today's video of the brutal assault of Tyre Nichols in Memphis, which resulted in the arrest of five Memphis police officers, now charged with murder. There is no greater betrayal than being hurt by those we rely on to protect us. Our concerns and prayers go out to the families and communities affected by this tragic and unacceptable abuse of authority by law enforcement officers. I know that members of the Woodburn community will be deeply affected by the Memphis events.

It is with great sadness that we announce the passing of former Mayor Nancy Kirksey.
The first woman to hold office as a mayor in Woodburn, Nancy was a long-time resident of Woodburn and tireless active member of our community. Before serving as Mayor from 1986 to 1990 and 1994 to 1998, she also served on our City Council from 1982 to 1986.

The library is a busy place. While library staff are concerned for the well-being of children who visit, library staff cannot monitor their safety.
The Library's teen area is located on the main level and has comfortable seating and work tables reserved for teen patrons. There's also free Wi-Fi and plenty of places to plug in your device. We also have three study rooms high school students are welcome to use. The teen collection features popular fiction, manga and other graphic novels, anime, and a nonfiction collection.
Our bookmobile and outreach services allow us to get library services to people who may not be able to visit us easily.

Mir meaning "peace" in Russian, is a nod to the diverse culture and community in Woodburn. This expansive 8-acre park dedicated to the City as part of a Planned Unit Development (PUD) located off North Boones Ferry Road. Currently, the park features a variety of amenities, including restrooms, walking paths, picnic shelters, a playground, open green space for all to enjoy.

At the January 27, 2025 City Council meeting, members voted to move forward with a revised plan for the community center project, capitalizing on the $15 million grant awarded to Woodburn by the State of Oregon. This funding will allow the City to use available resources to upgrade the existing Aquatic Center and expand it to incorporate essential community center features without incurring additional costs to local taxpayers.

The winning design will be featured on the City of Woodburn's Holiday Postcard and the artist will receive the honor of helping light the community tree at Woodburn’s Annual Tree Lighting event on December 6th!

Following receipt of extensive public comment at last night's City Council meeting and later discussion and deliberation by the Council, the City will immediately suspend its use of the Flock Safety Camera System for at least 60 days.
Woodburn's Mayor Frank Lonergan said, "The City of Woodburn is committed to keeping our community safe while respecting the concerns of our community members. Based on community input, pausing the Flock camera system is a prudent step."
